The 2 'basis' or 'offset' votes for each member would reduce the weight of the bigger members.
(b) Titanium and carbon are prohibited anywhere on the boat with the exception that carbon is allowed in floating unmounted blocks.
Via Rob van Roekel the following has been checked by HARKEN/Holland/USA.
There are two kind of Black Magic blocks, first the 40/57 mm Black Magic Carbo blocks (serie 2600) and second the Black Magic Air Blocks (serie from 1950) 57 mm Big Boat Blocks, The Black Magic Air Blocks have aluminium plates and NO CARBON and Torlon rollers ( see attachment from Harken/USA), There are also two carbo clamcleats ( no. 365 and 423).
We agree that carbon blocks are NOT ALLOWED, in our opinion, there is no problem with the Black Magic Air Blocks, they are legal
About the email from Uk/Germany, This looks like a variation on the UK TapeDriveClear sails they normally build, and so illegal. Even the proposal with Diax base film ( if this is the same we saw on the Int meeting in London) is not covering the meaning of the rules and therefore we are agree with Niels that this cloth can meet the weight limit but is still not strong enough and again a copy of the UK clear sails.
If we agree with this kind of sails, we better give the genoa completely free ( also for North 3 dl; Sobstad Genesis; UK tape drive clear etc.) Consequently for this moment no monofilm or lookalike sails till we have:
(a) agreement about this subject on the next Int meeting in Hamburg.
(b) is missing ?
(c) to allow a track at the end of the main boom for an outhaul traveller
(d) Rule 11.1 "All sails shall be of woven polyester with the exception of the No 1 and No 3 Genoas which may be a laminate consisting of a polyester film and a polyester scrim made of reinforcement fibers which are arranged in a lattice-like manner and spaced from each other by a distance of less than 0.1 mm."
Second amendment:
- The wording "polyester film" should be maintained (for proper restriction over Kevlar, Carbon and others).
- The wording "polyester scrim" should be amended so as to cover Pentex as well if required (some sailmaker consider Pentex different from polyester, however but to exclude Kevlar, Carbon and others.
2) We disagree with Jurgen's email from 7/6 par.6. that Pentex is not Polyester.
According to Cloth manufacturer "Contender" Pentex is a super POLYESTER yarn and not such as (aramide; dyneema/spectra; PBO etc) and so also legal according to our rules.
Rules 11.1 and 11.18 No 3 Genoa should be allowed optionally to be made of film in the same manner as the No 1 Genoa.
The reason of this amendment request is that Dacron is very, very stiff and does not allow for small packaging unlike Mylar

Should 'magic boxes' be allowed for halyards?
This would mean that the load is not taken by a stopper anymore, but by the 'magic boxes'. This clearly contravenes § 17.5 first sentence. As the the stopper no longer takes the halyard's load.
Cunninghams on the genoa are permitted.
The International Class certificate has to be confirmed at this meeting.
We have to confirm election of new officers.
